Setup Fees MUST be paid and customer must receive acknowledgement from a City of Cayce representative prior to activating service.

The following fees are effective as of July 1, 2025. For new subdivisions, please contact the City Engineer.

The City of Cayce bills all metered water &/or sewer customers every 2 months (bimonthly). Sewer charges on these bills are based on water consumption. See Chapter 40 of The City of Cayce’s Code of Municipal Ordinances. Some non-metered, outside city sewer accounts are billed monthly and are on a flat rate. See the rate table below for Inside-City and Outside City Water and Sewer. Bills are considered past due 20 days after the billing date. Bills that are unpaid after 20 days will have a 10% penalty added and a disconnect notice will be sent. Bills not paid by the close of business on the 30th day are subject to disconnection.

If an account is disconnected, the bill must be paid in full plus a non-payment fee of $40 for in-city customers ($65 after business hours) and $50 for out-of-city customers ($75 after business hours). Reconnections payments can be made at Cayce City Hall during business hours or at https://cityofcayce.billtrax.com. There will be an additional $75 trip charge for repeat, unnecessary visits to include but not limited to unauthorized reconnections. Call (803) 796-9020 ext. 1 for reconnection during business hours. Returned checks subject the account holder to immediate disconnection. To restore service, the full amount of the check plus a $30.00 return check charge and the non-payment fee must be paid.

Note: There will be a $27.00 Sanitation Fee on all Residential Inside City bills for trash collection. There will also be an $12.00 fire hydrant fee on all Residential Outside City bills.

For Inside City Accounts, The City of Cayce also charges for sewer when sewer service is available adjacent to any property in use, or otherwise occupied, even if a property is not discharging wastewater to the city sewer. The fee is calculated on the Inside City standard sewer rate and based on water consumption. See the Sewer Use Ordinance.

Auto pay is a new feature through BillTrax. This does not replace Automatic Draft, if you are enrolled with that payment option. Automatic Draft is a free payment option offered by the City and drafts your checking account. The form is provided on the website and a copy of a voided check or bank letter is necessary for this option. With Auto Pay, you can set up recurring payments on your charge card or with your checking account.

The City of Cayce now offers payment over the phone. Call 803-796-9020, option 2. You must have your account number to use this feature.

What you need to do:

• Please register your account with BillTrax (this is free). Go to https://cityofcayce.billtrax.com to register.
• Please opt-out of paper bills as this reduces waste and reduces the cost of printed bills and postage.

Monthly Rate – Former Midlands Utilities Customers [Sewer]: $72.63

Outside City Conversion Flate Rate Sewer Bi-monthly: $110.68

Residential Fire Hydrant Fee (Outside City Limits): $12.00

The Stanley Goodwin Water Treatment Facility was constructed in 1990 with the capability of producing six million gallons of potable water daily. An upgrade to the facility was needed in 2000 and production capacity was increased to 9.6 million gallons per day.

Along with an increased water production capability, a new raw water pump station was constructed on the Congaree River. The city water service area is concentrated within the immediate City of Cayce. Water is also provided to nearby areas such as Columbia International Airport, Lexington Industrial Park, Saxe Gotha Industrial Park, and other portions of Lexington County.

Water TowerCurrently, the water treatment facility is a twenty-four hour continuous operation, with a dedicated staff of ten state certified operators. We take pride in providing clean, safe, potable drinking water for our fellow citizens. We encourage you to come by for a visit and see the facility.

The new City of Cayce Regional Wastewater Treatment Plant began operation in October 2012 to replace the existing plant built in the early 1970’s. The facility has a 25-million gallon per day capacity and can treat from up to 80,000 homes and businesses and one-half million people. The Treatment Plant serves the City of Cayce and portions of Lexington County.

The facility uses an advanced biological treatment process and is capable of removing pollutants such as nitrogen and phosphorous from treated wastewater, making it one of the most advanced treatment facilities in the Midlands. The advanced membrane digestion system at the facility is the largest of its kind in the world. Membrane digestion represents an innovative and sustainable approach to solids handling by reducing the use of polymers; producing reuse-quality water and lowering the amount of nutrients released into our waterways. A state-of-the-art automatic control system helps plant staff monitor the treatment process and the equipment and quickly notifies staff when problems arise.

The facility will not only provide long-term economic benefits to Lexington County by ensuring the continued availability of wastewater treatment capacity, but also protect the waters of the region from the by-products of this growth.

The City of Cayce restaurant grease and septage treatment facility is open for business. This 600,000 gallon state-of-the-art facility is providing South Carolina with a growing need to provide proper disposal and treatment of these wastes. We maintain a separate 300,000 gallon storage tank for Grease and Septage respectively, and are permitted for 100,000 gallons per day.

In the past, South Carolina had limited disposal and treatment options for grease and septage treatment. It is very costly to properly dispose these wastes, due to transportation and treatment.

This grease and septage facility provides a local, more affordable solution of treating these wastes. The facility is conveniently located behind the new City of Cayce Regional Wastewater Treatment Plant at 539 Old State Road, Cayce, SC 29033.
