Cayce Department of Public Safety
The Department of Public Safety incorporates the following city services: police and fire protection, animal control, and victims' assistance. The Department also manages a number of community programs that offer citizen support and foster increased awareness on crime and fire prevention.
Leadership
Chief Charles E. McNair
A Cayce native, McNair joined the Cayce Fire Department in 1974, and later served as an Animal Control Officer. In 1976, he transferred to the Cayce Police Department as a Communication's Officer and formally began his career in law enforcement.
A year later, McNair joined the South Carolina Highway Patrol where he served for 17 years. In 1993, he joined the South Carolina Law Enforcement Division (SLED) and was assigned to the Federal Drug Enforcement Administration (DEA), where he supervised a Federal Task Force consisting of local, state and federal drug agents. McNair retired from SLED in June 2000, after accepting the position of Director for the Cayce Department of Public Safety.
During his service with the South Carolina Highway Patrol, Chief McNair was the first state trooper in South Carolina to be assigned to full-time drug interdiction. The program expanded under McNair and is presently known as the ACE Team. He has received several awards during his career in law enforcement and was responsible for the largest cocaine seizure ever at the Columbia Metropolitan Airport. McNair was also instrumental in breaking up the largest indoor marijuana growing operation in South Carolina. When McNair retired from SLED, Chief Robert Stewart retired his badge and the Federal Drug Enforcement Administration also retired his federal badge.
Captain Darwin Fulwood
Captain Darwin Fulwood joined Cayce's Department of Public Safety as a Patrol Officer in 1989. Four years later, he was promoted to Shift Sergeant in the agency's Uniform Traffic Division and in 1998, Fulwood was promoted to Lieutenant of the Uniform Traffic Division's Team Two. One year later, he was transferred to the position of Lieutenant of the department's Investigative Division.
In March of 2001, Fulwood was promoted to Captain and is responsible for handling internal investigations and citizen complaints. He also coordinates activities between the department's Uniform Traffic Division, Court Records office, Investigations Division and Fire Department, and is Project Director for all Public Safety grants.
